They Didn't Fight the War. They Hunted the People Running It.

While conventional units fought for hills and hamlets, a different kind of war was being waged in the shadows. The Provincial Reconnaissance Units (PRU) — Vietnamese paramilitary operators working alongside CIA advisors under the Phoenix Program — targeted the Viet Cong Infrastructure (VCI): the political cadre, tax collectors, couriers, and local commanders who kept the insurgency alive at the village level. Their primary mission was not to kill. It was to capture — to snatch high-value targets from their beds, their safe houses, and their networks, and bring them back for intelligence exploitation.

This tribute tee honors the PRU operators and their American advisors who ran prisoner snatch operations in the most dangerous and ambiguous environment of the Vietnam War — men who operated without uniforms, without conventional support, and without the recognition that conventional service members received. They were the Phoenix Hunters, and they were very good at their work.

The Phoenix Program — Targeting the Infrastructure

Established in 1967 and formalized in 1968, the Phoenix Program (Phụng Hoàng) was a joint U.S.-South Vietnamese effort to identify, capture, and neutralize the Viet Cong political and military infrastructure operating in South Vietnam's villages and hamlets. The PRUs were the program's primary action arm — small, highly trained teams of Vietnamese operators, typically led by a single American advisor, who conducted night raids, ambushes, and prisoner snatch operations against specific named targets. At its peak, the Phoenix Program had identified over 80,000 VCI members. The PRUs operated in every province of South Vietnam, in terrain and conditions that made conventional military operations impossible. They were effective, controversial, and almost entirely forgotten by history.
